Safety Agency Options

At ENG Electric Company...we have extensive experience  with international safety agency approval agencies and their different standards. It is hoped that this brief overview will provide our customers with a better understanding of these options. USA Agencies:
Currently there are several testing laboratories that have been designated by the Occupational Safety and Health Administration (OSHA) as nationally recognized testing laboratories ("NRTL"). The majority of our customers require full UL approval of their products. For your reference, we have listed below the address and telephone numbers of UL's Headquarters in Northbrook, Illinois.

In October 1992, Underwriters Laboratories Inc. was granted official status by the Standards Council of Canada to conduct tests and issue certifications to Canadian National Standards. As a result of this change, it is now possible to send product to either CSA or UL for testing and approval to Canadian Standards.

Canadian Agencies:
In Canada the main safety approval agency is the Canadian Standards Association. We deal directly with the CSA office in Etobicoke, Canada. For your reference, below is the address and telephone numbers of this office.

As mentioned above, UL has been granted permission to test to Canadian Standards and give their approval. Adapters that have been so approved carry the cUL mark and transformers will have the cUR mark.

European Agencies:
For general European product approvals we use TUV Product Service Inc. and Intertek Testing Services (ITS). TUV Product Service Inc. and Intertek Testing Services are authorized to test and issue GS-Mark certificates when testing products to European standards (i.e. VDE, IEC, EN). We also use TUV Product Service Inc. and Intertek Testing Services when we require CE certification to Low Voltage (73/23/EEC) and EMC (89/336/EEC) Directives. Safety Agency Standard Costs:

When obtaining a print from customers, we must know if the part has any safety agency considerations. If a safety agency is involved, we then need to know if the part is to be built to meet a specific standard or if it is to be approved to the standard. In both cases we need to know what the actual standard number is. As you can tell from the preceding list, there are many standards that could apply from either UL, CSA, or various international standards, each with their own very different costs.

Following is a list of the most common transformer agency standards with approximate costs from the individual agencies. Please understand that these costs can change according to number of inputs, number of outputs, construction, fusing, and etc. All figures are in USD$s.

UL 506 = Specialty Transformers
Costs $3,500 and takes about six weeks
Equivalent CSA standard is C22.2 No. 66
Costs $ 3,000 and takes about two months

UL 1585 = Class 2 and Class 3 Transformers
Costs $4,500 and takes about two months
Equivalent CSA standard is C22.2 No. 66
Costs $3,500 and takes about two months

UL 1411 = Transformers Used in Radio and TV
Costs $3,000 and takes about two months
Note. . . "Construction Only" costs $1,500 and takes one month

UL 1310 = Class 2 Power Units
Costs $5,000 and takes about 4-6 weeks
Equivalent CSA standard is C22.2 No. 223
Costs $4,000 and takes about 6 weeks

TUV approvals for Direct Plug-in Transformer Units costs $4,000 and take about 3-4 weeks. Common standards are IEC 60950, IEC60335-1, etc.

SAA approvals cost A$4,800 and take 4-5 weeks. The standard number is AS3108.


Summary:

ENG engineers will be glad to assist customers in obtaining any agency approval. Once a design has been completed and the customer has supplied written approval to submitted samples, we can approach the Safety Agency for an estimated approval cost. The customer would then issue a purchase order for the estimated charges. ENG will complete the approval process and bill the customer per the agency's final invoice (we charge no additional fees).

Also, please be aware of ENG's ability to have UL get Canadian certifications without a separate CSA submission (cUL), thus substantially decreasing total agency approval costs. This new program is a result of the Standards Council of Canada granting to UL their Canadian Certification Organization and Testing Organization status, which accredits UL to conduct tests and issue certifications to Canadian National Standards. We have literature that goes into greater detail on this available for distribution.
